To Whom It May Concern:

Thank you for your inquiry concerning course requirements for sponsoring aStructural Pest Control Board (SPCB) approved Integrated Pest Management (IPM)Coordinator Training Course. This course is required for persons designated bytheir Public School Board as the Districts IPM Coordinator. At a minimum, thecourse must contain training on the following topics:

  1. Description of IPM
  2. Jurisdiction of the Structural Pest Control Board for School IPM (Structural Pest Control Law sec. 4J.)
  3. Applicator Licensing Requirements (Structural Pest Control Act sec. 4B. and SPCB Reg. sec. 593.1)
  4. Pest Control Consumer Information Sheets and Notice of Treatment (Structural Pest Control Act sec. 4G. and SPCB Reg. sec. 595.6, 595.7, & 595.8)
  5. School IPM Requirements (SPCB Reg. sec. 595.11)
    1. School IPM Policy and Plan

                   1    Strategies that rely on the best combination of pestmanagement tactics that are compatible withhuman         health and environmentalprotection;

2.   proper identification of pest problems;

                   3.    monitoring programs to determine when pests are present orwhen pest problems are severe enough to justify corrective action;

                   4.    use of non-chemical management strategies wheneverpractical; and

                   5.    preferential use of least-toxic chemical controls whenpesticides are needed.

           B.    IPM Coordinator Duties

                   1.    assisting in the coordination of pest management personnel,ensuring that all school employees who perform pest control have the necessarytraining, are equipped with the appropriate personal protective equipment, andhave the necessary licenses for their pest management responsibilities;

                   2.    maintaining a prioritized list of needed structural andlandscape improvements;

                   3.    for school districts that opt to conduct some or all pestmanagement work through independent contractors, working with districtadministrators to ensure that pest control contract bid specifications arecompatible with IPM principles, and that pest control contractors work under theguidelines of the district's IPM policy;

                   4.    ensuring that all pesticides used on school districtproperty are in compliance with the school districts policies;

                   5.    authorizing and/or reviewing least hazardous, effectiveemergency treatments with the approval of the certified applicator as providedfor under the SBCB regulations

                   6.    handling requests and inquiries relating to pest problems,and maintain records of any pesticide-related complaints;

                   7.    maintaining files of pesticide application records,pesticide labels, and Material Safety Data Sheets (MSDS);

                   8.    informing school district administrators and otherpersonnel about IPM requirements (e.g., training requirements, pre-notificationand posting requirements, sanitation, and pesticide storage); and

                   9.    maintaining a copy of the school's IPM policy.

    B.    Certified Applicator Duties

    1. over-see day-to-day pest management needs of the district;
    2. provide written approval/justification for use of products on the Yellow list;
    3. handle and forward records of any complaints relating to pest problems, IPM activities, or pesticides to the IPM Coordinator;
    4. ensure that proper pesticide application records are maintained;
    5. participate in IPM training courses approved for school IPM personnel by the SPCB;
    6. consult with the IPM Coordinator concerning use of products not on the green or yellow list;
    7. authorize emergency treatments as provided for subsection (e)(5) of section 593.11.

*One source we recommend to start with is the University of Florida School IPM web site at www.ifas.ufl.edu/~schoolipm/ which has links to a number of other IPM web sites including sites where the EPA Region 9 Integrated Pest Management for Schools: A How-to Manual, and IPM Workbook for New York State Schools can be downloaded.

Sponsors and instructors are encouraged to include additional materials andinformation. Methods of instruction may include (but are not limited to)lecture, slides, slide/tape, video, demonstration, and workbooks. The coursemust include a minimum of 6 hours of actual instruction time.

Instructor qualifications are those found in section 593.24 (b) of the SPCBRegulations for recertification course speakers:

  1. The minimum requirements to qualify as a speaker, course presenter or self-study course provider are:
        1.    degree from arecognized institution of higher learning which pertains to the course beingtaught; or

        2.    five yearsexperience as an applicator certified by the Structural Pest Control Board witha current license in the specialty to be taught; or

        3.    verifiableproof of training and teaching experience within the preceding three years; or

        4.    a combinationof education, work related training, and teaching experience which, in theopinion of the Board, would be equivalent to two of the three requirements aspreviously stated.

Each application submitted for approval must contain the followinginformation:

  1. The Sponsors name, address, telephone number and company, organization, or institution of higher learning affiliation;
  2. The course outline including method of instruction and approximate time devoted to each subject;
  3. A copy of any handout material (excluding the Summary of SPCB Laws and Regulations Pertaining to Integrated Pest Management for Schools package);
  4. A sample copy of the Certificate of Completion to include:

        A.    The type oftraining
        B. The name of the participant
        C. Name of the sponsor
        D. Date and location of trainingevent

    5.    The name and qualifications of eachspeaker to include a resume with the following information (resume may beomitted if previously approved as a speaker for recertification courses):
    1. Formal education-degrees held and granting institutions
    2. Industry-related technical experience which relates to the subject matter to be taught
    3. Industry-related teaching experience which relates to the subject matter to be taught;
    4. Address and telephone number of at least three references;
    5. Membership in trade associations and/or professional organizations
    6. publications as sole or junior author.

The sponsor is responsible for establishing a system such as asign-in-sign-out roster which verifies that participants attended the trainingprogram throughout its stated length. The sponsor must maintain coursecompletion records for two years. The Board must be notified by the sponsor asto the time and place of any course presentation at least 14 days prior togiving the course. A list of participants shall be forwarded to the Board within14 days of completion of the training course.
