The StructuralPest Control Board ("Board") meeting was held on Tuesday, April 25,2000 at the Joe C. Thompson Conference Center, Room 2.110, 2405 East CampusDriver, Austin, Travis County Texas. Ms.Jo-Christy Brown, Chairperson of the Board, convened the meeting at 9:30 AM. Art Perez & Les Hoyt were not present. All other board members were present. Discussion of Technician Requirements in the Termite Category No motion was made to permitindividuals operating outside of category to inspect termite bait traps. Current rules requiring that a person be licensed in the termite categoryremain in force. Jerry Cates detection system was determined not to be under Board rulesunless a bait is used with the system. Report from Technician Training Task Force Committee Meeting &background information Committee Report - Ms. Jo-Christy Brown, Chair of theBoard, convened the meeting at 9:30 a.m. The committee for this task forceconsisted of Jo-Christy Brown, Gary Gillen, Les Hoyt, Darrell Hutto, ArturoPerez, Creig Manson, Scott Turner, Lou Annechario, Dr. Jay Stone, Dr. Bob Davis,and staff members, Benny Mathis, Rita Martinez, and Lena Pits. 1. Discussed currenttechnician training requirements including Section IV of the Act that requirestechnicians to be trained prior to being examined. Thesubjects are: (A) Federaland state laws regulating structural pest control and pesticide application (B) Recognitionof pest and pest damage (C) Pesticidelabels and label comprehension (D) Pesticidesafety (E) Environmentalprotection (F) Applicationequipment and techniques (G) Pesticideformulations and actions (H) Emergencyprocedures and pesticide cleanup and procedures for immediate reporting ofspills and misapplication (I) Basic principles ofmathematics, chemistry, toxicology and entomology (J) Non-chemical pest controltechniques, including biological, mechanical and prevention techniques Thehours of classroom training in General Standards will be 20 hours of verifiabletraining. 2. The Task Force alsoreviewed Continuing Education Requirements required and speaker evaluations. No changes were proposed. 3. The discussion includedcriteria and qualifications for presentation of required technician trainingcourse. The discussion alsoincluded criteria and evaluation to be included in a proposed amendment. Proposed amendment to include: may include 2 hours of on-the-job orhands-on training verifiable by the responsible Certified Applicator orattendance at approved Continuing Education Unit course or in house verifiablein the following categories: (A) Federal and state lawsregulating structural pest control and pesticide application (B) Recognition of pest andpest damage (C) Pesticide labels and labelcomprehension (D) Pesticide safety (E) Environmental protection (F) Application equipment andtechniques (G) Pesticide formulations andactions (H) Emergency procedures andpesticide cleanup and procedures for the immediate reporting of spills andmisapplications (I) Basic principles ofmathematics, chemistry, toxicology and entomology (J) Non-chemical pest controltechniques, including biological, mechanical and prevention techniques CertifiedApplicator of record will certify that the training has been provided to thetechnician. Verifiable trainingrequirements will be on an annual basis based on renewal dates of the businesslicense. This will takeapproximately one year to phase in based on the renewal dates of the businesslicense. Developa technician training record form that will include the eight (8) hours oftraining per year. Two hours may behands on or on the job training. Internetor video may be used if the responsible Certified Applicator verifies that it isappropriate training. Licensedtechnicians will receive hour for hour for the Continuing Education courseattended. Videos,slides and other training materials can be utilized to provide the annualtraining required of a licensed technician. Theuse of videotapes or other means of training was discussed for the requiredtechnician training course to be taken prior to being examined and becoming alicensed technician. Nochange was recommended to the existing procedure. The criteria and evaluation ofan approved speaker for continuing education courses are the same for therequired technician course. Avariety of visual and other resources may be used when presentation isaccompanied by a qualified speaker. Theexisting and proposed regulations will include the following requirements fortraining of technicians and annual renewal: 1. Upon registration andprior to becoming an apprentice, forty (40) hours of on the job training, eight(8) hours of category specific and twenty (20) hours in the general categorywill be required. 2. Prior to being examined asa technician, attendance is required at an approved technician training course. 3. Eight (8) hours oftraining, two (2) hours may be hands on or on the job training, will be on theannual renewal basis. Speaker at Board Meeting Scott Turner, President,Texas Pest Control Association spoke of the value of these new rules.
Proposed Amendment to Section 593.21, Technician License Requirements A flow chart was suggested by Gary Gillianoutlining the steps on getting a license. Amotion was made to accept this rule. Changeswere made to the language and accepted as a friendly amendment. A vote was called and the rule with changes was passed. Review of Agreed Administrative Penalties & Consent Agreements Dr. Roger Gold to give update on termiticide baits and a status reportfrom the Center for Urban and Structural Entomology regarding the agreementbetween the Attorney General of Texas and the Center Dr. Gold gave a slide show presentation as tohow three of the leading bait systems are working on termites. His results were based on the first year of a two year study. Appoint Appropriations Committee Board members Gary Gillian, Madeline Gamble andTexas Pest Control Association President Scott Turner were appointed to thecommittee. Update on Customer Satisfaction Survey Board has received nearly 50% response, mostlyfavorable to the state mandated survey. Results are as follows: Total Respondents: 716 Rating: Excellent = 5, Good = 4, Fair = 3, Poor = 2
