Thompson Conference Center, Room 2.110, 2405 East CampusDrive, Austin, Travis County Texas. hotels TallinnBoardmembers present were Dr. Jay Stone, Mr. Les Hoyt, Ms. Madeline Kirven-Gamble,Mr. Tomas Cantu, Mr. Phil Tham, and Mr. Elias Briseno. Mr. John Lee Morrison, Dr. Roger Gold and Mrs. Jo-Christy Brown were notpresent. cheap hotels in HelsingborgTomas Cantu filled theBoard industry position held by Mr. Art Perez. Mr. Morrison filled the Board industry position held by Gary Gillen. Order ofBusiness Dr. Jay Stone,Chairperson of the Board, convened the meeting at 1:00 PM. Helsingborg albergo b&bMotion and secondnominating Mrs. Rita Martinez as Recording Secretary. Motion approved. I. Approval of Board Minutes of February 20, 2001. No changes were made. Motionand second approving the minutes. II. General Public Comments including Public Comments and Public Hearing onthe following Sections: Roy Dodds spoke about Board Rule 593.5. He reiterated the concerns of schools, especially rural districts. He pointed out that most schools do not hold onto people long enough tocomplete the twelve month training course. He favors going back to the old rule. Beth Brooks spoke also about Board Rule593.5. She suggested fouralternatives to avoid weakening licensing requirements for certifiedapplicators. She suggested thatnon-commercial certified applicators attend a training course, have schoolsnotify parents that non-commercial applicators lack sufficient training, do notpermit non-commercial applicators to apply yellow or red list products, and alsofor schools to use the hardship regulation of Board Rule 593.8. She suggested postponing the rule until new Board members were familiarwith the rule. III. Public Hearing and Consideration for Adoption Section 593.5 Examinationsand 593.21 Technician License Requirements Rule 593.5 Examinations Les Hoyt moved for proposal, Mr. Thamseconded. Mr. Hoyt spoke, to remindeveryone that the rule applied to other entities besides schools. Mr. Hoyts experience came solely from schools. Mr. Hoyt said the committee appointed last time did not come up with anychanges to the rules wording. Mr.Cantu made a motion to table the amendment, that was seconded by Mrs. Gamble. A vote was called and the motion failed 3-2 to table the amendment untilthe next Board meeting. Theamendment was called to a vote. Themotion passed 3-0, with Mrs. Gamble not votingand Mr. Cantu abstaining. VII. Status on Executive Directors Position (Motion made to consider out ofsequence) Dr. Stone announced that after thereview and interview process that the position would be offered to Dale Burnett,currently employed by the Texas Natural Resource Conservation Commission. III. Rule 593.21 Technician License Requirements (Resumed Discussion) Rule593.21 Technician License Requirements The proposed rule would give collegestudents training credits for taking related courses concerning pest control. Dr. Stone expressed some concern about validating the class. It was suggested that the staff study the response by school attendeesfor credits so an effective monitoring system could be evaluated. Mr. Phil Tham moved to adopt and Mr. Hoyt seconded. The motion passed unanimously. IV. Presentation on Late Registrations. KenMyers of Orkin was unable to attend due to a medical emergency, so nopresentation was made. V. Proposal for Decision (P.F.D.)on DNA Pest Control Mr.Cantu moved to adopt the P.F.D. and Mrs. Gamble seconded. The motion passed unanimously. VI. Review Agreed Administrative Penalties and Consent Agreements. Dr. Stone asked why Jamison Pest Controlreceived a fine for administrative violations. Explanation was that the violations were second offenses. Clarification was asked for misrepresentation on a license. It was explained that the offenses were criminal matters that were notdisclosed and need punishment, but not revocation. VIII. ExecutiveDirectors Report Updateon 77th Legislature and Bills: Sunsetprocess has been pushed back to 2007. Only one bill concerns Board and that is the online licensingbill that affects the Board and 15 other agencies, which has been sent to thegovernor. The bill for protectionof bats was also mentioned.
