SUMMARY OF TECHNICIAN TRAINING TASK FORCEMEETING

 

MARCH 21, 2000

The TechnicianTraining Task Force meeting was held on Tuesday March 21, 2000 at the J.J.Pickle Center, Room 1.106, 10100 Burnet Road, Austin, Texas.

Ms. Jo-ChristyBrown, Chair of the Board, convened the meeting at 9:30 AM.

The committee forthis Task Force consisted of Jo-Christy Brown, Gary Gillen, Les Hoyt, DarrelHutto, Arturo Perez, Creig Manson, Scott Turner, Lou Annechario, Dr. Jay Stone,Dr.  Bob Davis, Staff Members: Benny Mathis, Rita Martinez and Lena Pitts.

1. Discussed current technician training requirements including Section IVof the Act that requires technicians to be trained prior to being examined.

The areas ofsubjects are:

(A) Federal and state laws regulating structural pest control and pesticideapplication

(B) Recognition ofpest and pest damage

(C) Pesticide labelsand label comprehension

(D) Pesticide safety

(E) Environmental protection

(F) Application equipment and techniques

(G) Pesticide formulations and actions

(H) Emergency procedures and pesticide cleanup and procedures for immediatereporting of spills and misapplication

(I)  Basic principles of mathematics, chemistry, toxicology and entomology

(J) Non-chemical pest control techniques, including biological, mechanicaland prevention techniques

The hours ofclassroom training in General Standards will be 20 hours of verifiable training.

2. The Task Force also reviewed Continuing Education Requirements requiredand speaker evaluations. No changes were proposed.

3. The discussion included criteria and qualifications for presentation ofrequired technician training course.  Thediscussion also included criteria and evaluation to be included in a proposedamendment.  Proposed amendment to include: may include 2 hours ofon-the-job or hands-on training verifiable by the responsible CertifiedApplicator or attendance at approved Continuing Education Unit course or inhouse verifiable in the following categories:

(A) Federal and state laws regulating structural pest control and pesticideapplication

(B) Recognition of pest and pest damage

(C) Pesticide labels and label comprehension

(D) Pesticide safety

(E) Environmental protection

(F) Application equipment and techniques

(G) Pesticide formulations and actions

(H) Emergency procedures and pesticide cleanup and procedures for theimmediate reporting of spills and misapplications

(I) basic principles of mathematics, chemistry, toxicology and entomology

(J) Non-chemicalpest control techniques, including biological, mechanical and preventiontechniques

Certified Applicatorof record will certify that the training has been provided to the technician.

Verifiable trainingrequirements will be on an annual basis based on renewal dates of the businesslicense.  This will takeapproximately one year to phase in based on the renewal dates of the businesslicense.

Develop a techniciantraining record form that will include the eight (8) hours of training per year.Two hours may be hands on or on the job training. Internet or video may be used if the responsible Fruhstuckpensionen SandsliCertified Applicator verifies that it is appropriate training.

Licensed technicianswill receive hour for hour for the Continuing Education course attended.

Videos, slides andother training materials can be utilized to provide the annual training requiredof a licensed technician.

The use ofvideotapes or other means or other means of training was discussed for therequired technician training course to be taken prior to being examined andbecoming a licensed technician.  Nochange was recommended to the existing procedure. discount hotels in WroclawThe criteria and evaluation of an approved speaker for continuingeducation courses are the same for the required technician course. A variety of visual and other resources may be used when presentation isaccompanied by a qualified speaker.

The existing andproposed regulations will include the following requirements for training oftechnicians and annual renewal:

1.      Upon registration and prior to becoming an apprentice, forty (40) hoursof on the job training, eight (8) hours of category specific and twenty (20)hours in the general category will be required.

2.      Prior to being examined as a technician, attendance is required at anapproved technician training course.

 3.      Eight (8) hours of training, two (2) hours may be hands on or on the jobtraining, will be on the annual renewal basis.
